About the article - In summary it is about the European Commissioner of justice, who wants to change the European Law for Data Protection. The goal is to create an easier market for online services and it should be an example for non-european countries as the USA.
As far as I know about the prosposed changes, they were highly welcomed by international business groups, therefore they seem to be really a push for the onlinebusiness.
There also will be a 5% fine on companies disobaying to that law - 5% of ther annual turnover!
That should be a high enough risk to make sure the abidance of this law.

About the article, data protection is a topic that still needs solutions. The new EU legislations will try to reduce the abuse of personal data especially from social networks like facebook. Even if facebook is an american company,in my opinion,should make a try to comply with european data protection law as many millions of its users are europeans.
